I need to transfer my startup settings between two installs. I don’t understand if I need to copy userpref.blend, or if startup.blend is enough. When I revert to factory settings, then load startup.blend, it loads everything as it should (preferences and layout). Loading userpref.blend does nothing. What is the point of userpref.blend? Thanks.

Default file to load on startup.
./config/userpref.blend
Default preferences to load on startup.
The userpref are your settings in the user preferences and the startup is your default scene and layout whenever you start blender
You can copy across the whole version folder that contains all your custom settings
