in side view with a straight up and down head you can place the center of the eye in line with the crease of the nostril and cheek. Then in front view place the corner of the eye above the crease. Now you just need to figure out when the head is up and down … 
try something like a thirty degree angle for the nose bridge… kind of guessing on this one…so chin slightly tucked in.
practice practice practice that’s all I can say. once you have the basic concept of how to model, practice is the only way to improve.
