Looks like a musgrave or similar texture has been used for the bump map. Assuming you are starting with a pricipled BSDF in Cycles ( I know nothing about eevee materials ) Add a texture of type musgrave, then add>>vector>>bump, plug the height of your musgrave texture into the height input of the bump node, then plug the bump node into the ‘normal’ input of your principled BSDF.
