I have found that Blender crashes on startup when opened on a Windows machine that has a resolution of 768x1024 (portrait mode, ie a tablet PC).
Where can I find the documentation on the proper procedure for reporting this issue?
Go to projects.blender.org and file it in the bug tracker. You will have to sign in, and please make sure to include the requested details about how to reproduce the bug, what version of Blender you’re running, and system details.
As CD38 said, there is the Blender bug tracker. Instructions for proper reporting of bugs are included in the report form, so make sure to read and follow them before submitting a bug report.
