I did something with voronoi and noise here into color ramps and color mix nodes. Try it out and see what you can make with it.

I’d probably use a voronoi texture with another noise texture plugged in to distort it a bit.

Also, how do I make the pattern uniform across all objects that the material is applied to?
Don’t I have to parent one of the nodes to an empty?
The stripes might me a good use case for gabor noise.
To make them uniform on all objects you can select an object, for example the tanks body, in the texture coordinates node and then use the object output.
