Why are the Active Balls passing through Passive object - Blender 2.66 (Rigid Body)

I am trying to do a rigid body simulation.

I made a glass jar (passive) with a steel cap (passive and in a different collision group)

Then I made lots of balls in the air in line along z axis

But when they drop from the top, part of them stay inside the jar and part of them fall through.

Can someone tell what is going wrong?

There are several things you can do, increase steps per second, use bigger objects and don’t use triangle mesh shapes (might not be possible).
