I assume lengths are given in object space and you may have scaled that leftmost cube ?
It would be very interesting to see how often this has been posted in this forum. Because this is a typical stumbling block for beginners and people changing over in blender . You must always apply the scaling with Ctrl + A

how can we suppose to the developers to make this less confuzing?
Surely we could have a preference to show dimensions in world space. At least that makes sense to me.
This is a “normal” thing in the 3D world because there is a difference between object space and global space.
Object/global space is a concept you simply have to learn.
Would a preference be nice? Well, I guess so but you’d still have to learn it sooner or later because you have to deal with it in lots of situations. Not only modelling but also for texturing, animation and so on.
But there is an upside. Once you have understood and internalized this concept it is actually very useful to have different spaces.
