when you select a verterx with the widget on there is a black circle of influence
how can you change the size of this circle of influence and where is it ?

Pull down the top menu bar , in the view & controls tab , on the right hand side is the 3d tranform widget settings.

which variable is this ?
If you have a black circle of influence you have proportional editing on, this is altered with the mousewheel or page up/pagedown. But then if your using a differant theme the black circle could be the defualt white circle which funny enough to change its size is the size variable or theres also the hotspot setting to control how near to it you need to be to grab it.
