WInd modifier affects soft body but not cloth 2.48a

I can get the wind to affect the soft body no problem, When I change that effect to a cloth I no longer get any wind resistance?

Any tricks to try or do I have to modify the soft bodies to look like cloth - if that is even possible - thanks ahead of time!

I just did a quick test, and noticed I had to lower the Air Damp to .2 or point 1 before noticing an effect after changing from soft body to cloth.

Attachment has cloth on layer 1 and soft body + cloth on layer 2.
