World SetUp is not complete - blender 2.69

Hello,
I’m new to this forum so I hope this thread is in the right category.

My problem is, that I can not access the properties that are shown on this site:
http://wiki.blender.org/index.php/Doc:2.6/Manual/World/Background

Here is how it looks on my screen

So what I want is to have these options to set a background color, choose if I want the Paper Sky, Blender Sky or a Real Sky, choose Horizon and Zenith color and so on.

You are currently using the Cycles render engine. Those settings are used with the Blender Renderer
