What’s wrong with shrinkwrap modifier? The sw modifier is the closest thing to this software you’ll get in blender! And I don’t see how this is faster than sw modifier. All you need is a sculpted 3d model, some retopology skill, knowledge etc. and you are ready to go.
Yeah I did some tests last night and combining shrink wrap with mesh deform is letting me replicate most of what they’re doing (minus the cool little marker points and the relaxing algorithms).
Sorry for criticizing you without any right to do so and especially when not informing you completely. There are two addons that can fill the whole re-topology concept that blender lacks, these addons are bsurfaces (https://www.youtube.com/watch?v=wMSi6m-MLK8) and contours tool (https://www.youtube.com/watch?v=5RR06wjt2rs). Sure there is still no addon for smart snapping but at least you have the upper-hand when it comes to fast re-topology.

The retopo stuff is nice, but the tool at the top is about fitting an existing mesh to a high poly reference instead of creating a new mesh (that way you can use it as a shape key on a pre rigged character).
Blender will see (hopefully in 2.73 ) some upgrade of the various data “transfer” code that should help in transfering much better all those stuff from mesh to mesh , and maybe allow some nice addons benefiting from that upgrade :

Yeah I know, but those are templates or pre-made meshes, which ever term suits you. You’re gonna have to make those yourself or at least download somewhere on the internet. But if you were wondering if blender had any pre-made templates ready for snapping to sculpted figure it doesn’t, and I don’t see what a big deal is, cause sometimes the topology just won’t suit individual human sculptings depending their anatomy or a different body type. In other words you’ll need more than one template to suit your needs for quick wrapping around the sculpt. Hopefully, blender should have something to accommodate that lust for quick re-topology, something like auto re-topology in 3d coat. And about the reference thing I doubt blender will have anything similar to that, but luckily there’s lots of programs that make 3d meshes from photos, one of them is BumpyPhoto http://BumpyPhoto.com.
