I am on winxp 32 bit, blender 2.49, python 2.5 and trying to install 0.1.0.302 win 32. I am installing all as instructed. the qt libs install in the blender/.blender folder. Yet I get a error saying python scrip error . What is the problem??

Are you sure that is what you want to do? The current stable release is 0.1.1 for Blender releases built with python 2.6.2 .
0.1.0 might be for python 2.5. in which case you need Blender built with python 2.5
