Can someone tell me where the 2.54 config file is saved?

If you used the .zip install, you’ll find a 2.54/config folder inside the install folder. The startup.blend will be here, along with bookmarks, recent files and other files

If you don’t have a 2.54\config folder in your install dir, you can look in %APPDATA%\Blender Foundation\Blender\2.54\config (writing %APPDATA% in URL-bar of Windows Explorer works fine).
