2.54 forgets basic settings under Linux

Hi,
this can be a write privilege problem:
I cannot see the Recently opened files, at the file open screen, newly added favorite folrders missing at every opening, and some small, but nasty problems arise.

Where does Blender save these basic settings? In /tmp I have a write privilege.

And to have another question:

With Alt+F11 I can make Full Screen. Is it possible to start the program in full screen by default?

Solved: it was a simple problem, there was no write access to the ~/.blender directory.
