3D scan to 3D print workflow and model help

I have some 3D scans with complicated topographies that I wish to give a uniform thickness for printing in parts at scale.

I would like to have one model edited and returned ready to print alongside a detailed explanation of the workflow for how to compete this task, so I can myself in the future.

The resolution and detail of the scans should remain mostly the same, if there are holes in the mesh, they should translate trough from the outer shel into the inner.

I have tried this endlessly myself to no success and need some dedicated assistance.
