A free texturing software.

I was wondering where i could find a good enough texture creating software where, creating realistic normal maps and so on is also possible, but is also free for download.Something like photoshop. Anyone know?

All of these apps can be used for texture creation and some of them can create normal maps or convert greyscale bump-maps. And all are free
