can someone tell me how to make a new object from the selected verts of another object.

shift+d (duplicate) then P to make it a separate object (if you want to )

Press P to separate the selected vertices to a new object

In edit mode, make a selection then hit P (Separate) and choose ‘selection’.
If you don’t want to remove the selection from the original object and you want rather to duplicate the selection into a new object, then you can duplicate the selection (hit Shift+D) before to separate it.
