try adding shrinkwrap modifier to it. then set it to track to camera. might work then…also shrink wrap will take a bit of finagalling to work correctly

(cylinders partially transparent - else the bottom right plane disappears )
its a great modifier for a lot of things. You just have to understand how it works. It will not add geometry, so if the item has fewer vertices than the geometry it is wrapping to, you will get cases of it interpenetrating the destination. This happens because there is no data point on the source to bend the geometry at.
