In materials tab activate transparency, set Z Transparency and alpha, specular to 0.
Then go to texture tab and under image sampling activate Alpha -> calculate, set under influence color and apha and you should get it transparent.
Try to open the picture in GIMP or Photoshop, simply just “remove” the black part, (so the checkered background comes out) and save it as a PNG or TIF.
I don’t thing jpg supports alpha, png does however.
If you are using cycles, you could pipe the image into a math node, change it to greater then, the second number would be 0… that will give you a black/white output which you can use to drive a mix shader node (between transparent and diffuse.
Here is an alpha version, and also a mask version if your using cycles. Youll need to plug the mask version into the fac of the mix node in cycles. You may need to invert the colors in the mask with an invert node.

I folow what you say but i did not understand what you mean of : (set under influence color and apha )

You need to select color just above teh alpha tab you have selected.
Also, if your just learning, I would suggest cycles. The learning curve is just a bit steeper, but once you get it, its worth it.

it is just a quick and dirty solution. And the problem is, that if your fence has black colored parts, they get transparent, too.

The best way of course is to use alpha textures, which give you the possibility to independently adjust e.g. color, normal, etc.
