Is there a way to have the eyebrows work with this model?
If you mean to transfer that model to the rig so you can operate the eyebrows with it, you might be able to do that with a Surface Deform modifier (I haven’t tried that with a whole head though, only parts of a head).
I’m not sure what you want to achieve - is it to use that model with the human rig?
Not really. I used edit mode to make the shape key work with the eyebrows, but this looks harder because the head is different than any other models. The other models look like you can make the eyebrows deform easy but this one is hard.
Looking at the wire, I’d say you need some more geometry and/or to redirect the edge flow on the medial brow accommodate a better eyebrow shape.
