Animating eyes that are not part of a mesh (only in texture)

Hi all!

You know how some nintendo characters like Kirby (or many other characters from the nintendo-universe) only has dots for eyes? How would you animate a blinking animation for something like that (not at set intervals, only at specific or random times)? I’ve just started to learn about animation in Blender myself, but if the eyes are only a part of the texture and not the mesh, how would you do that?
