It should not be to much work involved as most of the movie is in one town so we can build the whole town and then concentrace on the animation?

Building the town first is not the way to go. First draw up some storyboards so you know what to model. If you don’t see it, you don’t need it. Seems like all you need to tell a story about a baker and a witch is an interior set for the bakery and the witches den.

Yeah, necro is like a bump, only a lot more extreme. Bumping keeps the thread “alive”, while necroing completely revives an old thread.
