What do you mean by rotating? In the Array modifier you can select the direction for the array duplicate an initial mesh/object… You can have rotation if you are using an Empty as an offset to the array and then rotating that empty…

Where in the modifier can you change the direction for the array duplicate? I do not see that ?
I think i found the solution you must type in a negative value for the direction. the problem is solved
