Baking normal map details from high-poly to low-poly mesh produces artifacts

I’m following this tutorial on baking details high-poly to low-poly, through normal map. However, I keep getting this artifacts issue when I try to do it. In my case, I try to bake 2 objects, into 1 single low poly object. The issue seems to happen when I try to bake Cylinder.041, to lowPipe, and there are bunch of dotted line artifact happening, and it seems that i also not get any normal texture as well.

Extend the distance more. It’s because the overlapping part is baked.

I have tried increase the extrusion number, up to 1.0 even, but the issue still persist. Also there are no details from the outer coating as well which makes me wonder if the issue lies at the coating (Cylinder.041) object.

I can’t know the specific problem from the image.
I can talk about general issues.

Or check if the normal direction of the face is wrong. (Face Orientation)
