Banding issue in normal map bake

Does anyone know what can cause these bands to appear in my bake and not be smooth? It’s a regular high poly to low poly bake with a cage.

The image is set to non-color, linear. increasing resolution does not fix the issue.

check the 32-bit float on the image texture
