Im trying to achieve this effect… But im not sure what the best way is to make this. Especially the rugged, broken down shapes . I know they’re not the same pictures, but I feel the approach is similar…
Can you guys point me in the right direction to do this?

the bumps are deep and this might requires some
displacement or manual mesh edit to give it more realist 3D bumps

I think i can get the material down…but im looking for the best way to get al those little height differences and stuff
Is this done with the brush/sculpting?
What would be a good starting point ? Clay brush to add layers?
just use the image and a soft to do a bump map!
or use GIMP to do bump map from image

Sculpting would be the best way but if you want to go the normalmap way, you could try AwesomeBump, a free software that creates really good normalmaps.
I can actually make a lot better normalmaps with this than the commercial CrazyBump.
