Best way to get a drip effect?

Im looking for the ‘best’ way to get this dripping effect…

Is this done with a fluid sim? Or is this best achieved with sculpting?
Im thinkg about duplicating the mesh, and then modelling the drips? But im not sure how to get those smooth drips with schulpting…

Or maybe extruding parts, subdividing it and then proportional editing?

if you don’t need it to be animated the easiest way would be sculpting.
Try using snake hook brush with various properties
