Bicep rotation for robotic arm

Hello. Very new to all of this. I used parent with empty groups then assigned bones with vertex groups instead of weight painting.
I want the entire arm to rotate on the Y axis at the shoulder and rotate on the X axis from the bicep down, where the yellow lines are. Is it possible to do this with only one bone or would it need to be split?

the usual approach to this is to have one bone for each joint. So yes, I think you should split your bone into two and assign the corresponding vertex groups to the two bones.

I assumed that it would have to be split into two but I figured Iā€™d ask incase there was another solution.
