Blender 2.8 User Preferences nor Preference found under edit

I am looking to add an image as plane and the tutorials are wrong on this

First you must activate the plugin.

In 2.79, User Preferences is in the File menu.

In 2.8 it has moved places a few times, but in a current build it should be in the Edit menu.

Try clicking the Blender logo just to the left of the File menu. Is it in there? If so you have an ancient 2.80 build and really need to update (ancient as in a couple weeks ago :slight_smile:
