Blender 3.3.x refusing to notice my GPU but 3.0.1 is fine

Sometimes I travel while working and this time I bought a Razer Core eGPU so I could bring my 3060 card along and use it with my laptop. The weird thing is, Blender won’t see any GPU when I use 3.3.x (i tried it in 3.3.0 and 3.3.1). I have the latest nvidia drivers.
How I test it is by having the two versions of blender running and you can see 3.3.1 really struggling to just orbit around the default cube. Doing this takes up 100% CPU. But in 3.0.1 it’s smooth like butter and cycles is fast even with a heavy scene.
If I go to report a bug, you can see that Blender is 3.3.1 is using some obscure graphics card with an incredibly long name that I’ve never heard of.
Both versions clearly show the 3060 is selected in preferences.

It has something to do with Gallium 0.4 on llvmpipe drivers. They aren’t nVidia drivers and so will mess up Blender.
