Blender 3.5 hair dynamics simulation stretching

I have a character that has a hair particle system for fur. I want to be able to move around the character’s head and have the hair provide secondary motion to the character’s movements to make it more realistic. But it seems as though the hair stays in its default state and stretches to the moving mesh. Why is this happening and how can I fix it? There are 6 different particle systems on this character and I only have hair dynamics turned on for one of those systems.
