What video card are you using, is it an ATI? also have you installed the latest video drivers from the NVidia or Ati websites? or used the defaults that came with Windows?
it is an ATI Radeon 9800 card but he has never given problems :no: and i have installed the very latest drivers!!! 
the most troublesome thing is the slowing down of the selection and visualization of the cascading menus :spin:

While your ATI card may have never given you problems with OTHER applications, Blender and ATI cards have known problems.
Search the forums for ATI / Blender problems solutions.
It may or may not be as simple as having the “latest” drivers.
(Sorry, I don’t have an ATI card, so I haven’t saved the relevant forum links for the fix(es) ).

I know than the interface of Blender it is completely based on OpenGL and is for sure a problem of video-accelerator card…
Am a few years that i use Blender with this accellerator ( to the beginning, superficially and for “play” and now that i wanted to apply myself just a bit more 
… ) and passing of version in version up to the current one 2.45, but first had never happened to me, neither with Blender!
