Or meet with other coders and users at IRC chat, irc.freenode.net #blendercoders.
Be prepared with proposal, mokups, screenshots, code snippets and so forth.
A simple “I would like to have this feature” is no good, no dev reacts.
Or hire a dev at blender network > http://www.blendernetwork.org/
