I looked this up for a bit, and I could not find the Blender 2.42a BlenderPeople release for Windows. (I am just assuming that is what you are using…) If you have that, then it should be pretty self explanatory, or at least from what I saw, it may be. If you have that release of Blender, then what is not installing?
did you install everything else you need and read the instructions? you need python 2.4, blender 2.42a, mysql…

Yeah, system requirements are what is holding me back.
