BME Modeller - what is this (Att. prov.) ?

Hi all,

i saw that in a video about non-manifold meshes. What kind of menu is this and how can i activate it?

BME Modeller
Select Edges of Vert
Select Faces of Vert
Cut Edges
Dissolve Edges
Connect Verts
Collapse Edges

My guess is it is B Mesh menu from the coming 2.5
