Bone Constraint to Empty - is moving whole rig

I have two characters dancing and I need them to hold hands. I want to constrain both their IK hands to an empty, so I can just move the empty.

However, the empty once moved is moving the entire rig. Not just the hands. How do I fix this?

Workflow: Select Hand IK > Add bone constraint > Child of > Empty

I have tried ‘Damped tracked’ too, and various others.

Odds are good that you added an object constraint rather than a bone constraint.
