Bone parent problem

I want to parent boots to my human model, but I end up getting this when moving legs:

I tried parenting to Bone, Bone Relative and Armature Deform with empty groups. All are giving me the same result. Here are the two bones nearest to the boots:

I highly doubt that in the case you parented to bone, that it is exclusively parented to the bone and nothing else (still some weights being applied). But I would need a blend to know what is actually happening.

You need to weight paint.
