Its not exactly 3d but it seems like 3d parts where used alongside cutouts of the heads. If I was going to create an animation like this using blender, how do I go about it?

IMO those might be 3D mesh objects with the faces mapped on using something similar to the project paint tool. They look like cutouts because there is no shading other than what’s already part of the texture.

Well, you would need a mesh for the head, hopefully similar in proportion to the character you wanted to do, then you would need front and side views of that character. Then you would have a couple of options. Both would require UV unwrapping your mesh in one or more channels. Probably you would start by doing 2 UV channels that matched the front and side images, and project those on to get your rough texture, Then you would probably add a third UV channel for texture painting, including projection painting to clean it up. There might be some texture baking involved.
Once having accomplished the texture, you would need to make shape keys for the mouth movements, and key them. The mouth movements in the video didn’t seem to complicated or fluid, so you should be able to key them without any special plugins.
It probably sounds like a lot, but if you take it a step at a time, it’s not too hard, and it will be very educational.

There are instructions. You just have to look for them. Try googling “blender project paint”.
You can start creating a leaf with texture.
Eventually you will replace the leaf with characters.
Then you will need to attach an armature to the mesh.
Pretty much this covers everything.
