Can we do this in blender?

This morning I read the latest newsletter from BlenderGuru. In it was shown this picture: https://www.artstation.com/artwork/L3oWov

Can we get something like this in blender? I failed - despite research in some tutorials. The particles just don’t want to align so regularly.

Chris P did a tutorial on a disco ball effect before the keycaps. In it you can see the dog very briefly and he explains that a video about this effect inspired him to make his own tutorial. Here is the link: https://www.youtube.com/watch?v=wLgeQUGywaQ
