Can you mix UV's in different renders

I have a question on doing UV’s…Is it a NO NO to start uving in blender render than switching to Cycles to finish it out? What I do is, start with Blender to give the object a color, then switch to Cycles to attach the material.

I’m not sure you are saying that you are changing UV information - it sounds more like you are want ting to confirm that material and textures mapped to UV are same in Blender Internal as well as Cycles. Yes, a texture can be created and mapped to UV coordinates, and you can then use that same texture in Cycles by feeding it into a material node.
