Can't Center Camera Persp on Scene / Frame cut off

I can’t get the camera to focus on the scene. The frame is cut off. I need to zoom out from the scene (but not zoom out the camera.) Can’t seem to google my way out of this. Thanks!

Home button on your keyboard
or
Shift+MMB (ensure you have not enabled ‘Lock Camera to View’ in the properties panel) to move camera view
Ctrl+MB to enlarge/shrink the camera view
