Can't change layers

Strange, but I can’t change layers anymore… the layer boxes just disappeared. What to do?

edit: And: I can’t add any objects. If I try, they just disappear. And this problem exists in only one .blend file.

You may be in ‘Local View’; try pressing Numpad ‘/’.
View => Global View
