Can't create any new faces, vertices, or edges?

I highlight the vertices I need to create an edge for, press “f” and/or I press “create new face/edge from vertices” , and it won’t do anything. If you look at the picture, I just want to fill in the empty spaces between the shoulders and the upper chest. :frowning:

As far as I can see, they are separate objects. If you could join them by ctrl-j first, then I believe you’d be able to do it
