cant scale or rotate

While working on a blend file, i suddenly cant scale or rotate objects, in object mode.
I can scale and rotate only in edit mode

I think i have accidently clicked something, in the GUI, or made a wrong key combination, but i dont know what.

Does this behaviour anyone ring bell ?

Thanks Richard i must have acidentially clicked it, i dont even know what it is used for
