car paint flakes with eeVee

I am trying to rebuild a car paint material from Patchwork3D which uses a similar approach like eeVee but I cannot get the lakes as brilliant.

Any idea how to do this?

essentially what I struggle is making a mask to show the flakes (clipping rest of reflection area) and in addition regulating the strength via a fresnel/layerweight.
