Here is the general breakdown:

Distribute points on the underside of the tape
Instantiate curve lines using the normal direction of the tape to align them
Add slight randomness to the alignment
Raycast the ground plane to set the endpoints to the hit positions
Curve to mesh → Use float curve node to make them thin in the middle and wide at the ends

Shader is using some transmission and subsurface scattering to get the semi transparent look
