Change mesh shape via camera angle

Hello. I’m looking for a technique to change the mesh shape by parenting with camera position or angle or something like this.

Anyone has any clue or know what is this technique called?

I have no idea what the term for this specific technique is, nor why they are even doing it exactly (probably because the 3D anatomy of 2D cartoon characters is weird).

If I had to do something like this in blender, I’d start by adding hooks to the mesh and control them via drivers using the camera angle as input.

I know nothing about “Bullet time” effect. I thought it only change the camera angle, not the shape of the model. I’ll looking into it. thank you.
