Hello, How can I make a CRT effect?

I dont have made this effect before.Do you want this as animation?If so depenting of how realistic the result should look there are some possibilitys.What render engine ?
You could even rendering the effect in davinci resolve or similar video fx program and import it into blender for compositing.
As sayed not sure dont have done this before.
If you want it in eevee as a still image displayed on a tv screen.you could use simply a emission shader and use the glow effect in eevee or in compositing for cycles .
Then over that screen you could use a horizontal wave texture scrolling over the image,that goes into the emission shader then.As a starting point.Maybe there a more elegant solutions.

Can use a 90deg rotated wave-texture:
…here the wave texture is later being multiplied onto everything to create the horizontal bands, and I’m mixing it with the UV coordinates very-slightly to get some aberration on the screen’s image-source (you could separate RGB to make this more interesting. )
For the “Scan” blank, just use another wave texture that’s bigger, then animate the Y coord in the mapping node.
