delayed path start?

I looked at the new file you uploaded and I can see that there are a few things wrong with it.

You have a Generator modifier on the curve’s Path Animation value, but you have no keyframes on it, so it isn’t going to do anything. The modifier isn’t needed.

You have keyframes on the curve’s transform channels, which aren’t needed unless you plan to move the path at some point.

You didn’t toggle the Follow Curve value on the Follow Path constraint for the camera, so the camera will just continue to point in whatever direction you set it at at the start of the animation. The Follow Curve value allows you to force the camera to point along the curve, which is probably what you want.

You have the camera parented to the curve, which isn’t needed.

I fixed things up for you in the attached file. Here’s what I did:

  • Un-parented camera from curve.
  • Removed all keyframes and modifier from curve.
  • Reset Follow Path modifier on camera and toggled Follow Curve value.
  • Adjusted position of the camera so it sits at the start of the curve and faces the direction of the curve.
  • Added two new keyframes to the curve for Path Animation value so it starts at frame 100 and runs for 50 frames.

Everything is working the way it should, based on what you originally wanted.
