Displacement mapping and height maps on mesh

I’m not 100% certain if this is proper or if it might go in materials but regardless, currently I’ve setup a displacement on a plane through the shader editor nodes (In Blendr 2.8). I’ve baked out the height map however importing it back into Blender or Unreal yield something that is not even remotely similar to how it is. I’m wondering if there’s something I can do to get it more like a proper terrain height map.
So can I turn this

Ideally I’d just like to export it right out of Blender even if I need more node stuff, but I have no idea how to go about getting a map to look like that, plugins or not.

it is an MS windows program but will run using wine on linux or apple

I should add that my map in Blender and in Unreal/Blender come out to this before and after, the first height map I attached was just an example. So I’m trying to get close to the exact thing I already have in Blender.
